There is simply no need as the higher level spells are so lackluster. Spending 50+ pts to cast 3-4 souls spears for a slot vs being at 25 attunement and having 8 great heavy soul arrows(vs 2 soul spear) that do slightly less damage, but cast faster, for less stam, and having 6 more is just so much better.
